There is a 1st Lt. in charge of Deck Div. But you remember the Navy
tradition, the CO is always responsible. He (CO) would be up in the
sail during manuevering Ops. I'll really be surprised if someone
deserves to be charged (note, deserves) in this case. They were
wearing the required safety equipment, the seniority/experience of the
victims would lead me to believe things were done properly. There's
always the possibility of a witch-hunt, scapegoat. But we'll see.

There is the hard and cruel rule that says if there are more candidates
than positions eliminate anyone who makes an error, perceived or
actual. However, if the Captain is the son of a famous Admiral....
