If it was a routine sortie , the CO's may end up "before the bar" across
the green felt from an official accusation that he unnecessarily and
unwarrantedly placed the men out on the casing at hazard.
Wouldn't he face charges for missing his underway time? Ships put to
sea in all sorts of bad weather. There is no choice as to whether men
need to be topside on the _Deck_ during these operations. That men
were out there is accepted as required to get underway. Would he
retain command if he missed his departure hour with the excuse of "we
had some bad weather?" Is this the old
' War time vs. Peace time" scenario? Not that I disagree that someone
may be charged, in the navy someone always has to be charged whether
it's warrented or not.
