It is all IMHO a variation on GORT in the "Day the Earth Stood Still"

You've dodged. The paragraph above has been accepted in
international law for centuries (an action that changes the
balance of power against you significantly is a just cause for
war. It's in Kissinger's article too BTW.)

and my point is that the question is irrelevant.

i.e. it does not depend on "action" reaching a "level"
that is your creation.
To use an imperfect legal analogy you are suggesting a "rule" and I am
describing "Adjudication"
its like pornography, they know it when they see it.
Or are you saying that you are comfortable with the president
nuking countries pre-emptively because he knew it when he saw it?
If that's the case, why have you been blathering on about WMD in
Iraq - whether we like it or not, he saw the risk. Now you get to
be comfortable with what he did.
