This article does not answer the question, rather it describes
some difficulties. possible approaches and difficulties with

You've dodged. The paragraph above has been accepted in
international law for centuries (an action that changes the
balance of power against you significantly is a just cause for
war. It's in Kissinger's article too BTW.)
