There's a whole pile of other stuff that has to be done by officers in an
air squadron. And the pilots get to do all of it; there aren't extra
officers to do administration. The Weapons Instructor is the guy whose job
it is to make sure they are sufficiently up-to-speed on weapons despite
all the other things they have to do and learn, and to handle the weird
and obscure cases.
