One factor not mentioned for WW2 at least is torpedo stowage.
Once the sub has used the lot it's time to go home, though a
German sub without torpedoes that sighted a convoy would remain
to guide a wolf pack. The German Milch Cow subs were mainly built
to supply torpedoes.
One U-boat was in a position to attack the _Ark Royal_, shortly before
before she flew off the strike that crippled _Bismarck_. But had no
torpedoes.
