Admiral Cevera stated that although he had requested sixty of them, he

to make due with earlier torpedos.

What type did they carry and why was the Bustamonte so superior?

According to "Capturing a Plunging Torpedo" by W.B. Northrop, The
English Illustrated Magazine, Vol, XXXVI (1906-1907), the Spanish
torpedo-boat Pluton fired Schwartzkopf torpedoes at the US torpedo-boat
Porter in a night attack. In the morning, the Porter's lookouts spotted
one of them floating near the ship. An Ensign Gillis saw that the
torpedo was armed and jumped in to safe it before it could hit his
ship.
The volume is on Google Books.
