I'll throw my 2 euros here...

As a base I use Columbo Express container ship, built 2005. Why?
There's a nice article on it in wikipedia already. Long range
(Hamburg-SEA),
nice speed (25kts). A lot of containers (8749 TEU).

Here's my SPECTRE conversion kit,

- Top EW gear to distrupt EPIRB etc. signals and to monitor
communications
- Crewmembers fluent in bad english to speak on the radio
- Serious towed passive array to detect all the traffic
- Minelaying gear. There's a lot of room for mines. Bottom mines,
torpedo mines, you name it.
- A minisub capable of delivering a small assault team or limpet
charges. Can be used inside harbours and choked waterways.
- A few (or why not tens of) RIB's for assault teams. Assault teams
should be equipped with plausible deniability weapons, such as Chinese
AK-47's and RPG-7's.
- Heavy Russian 650mm torpedoes in underwater torpedo tubes. A missile
with conventional warhead does not offer immediate effects on a large
ship. 650mm torpedo will. Get close, turn on EW to silence comms, ship
sinks quickly, send in assault teams to capture survivors and collect
any EPIRB's etc. gear. Offers some ASW capability as well.
- Courtesy of Dave Deep, Seawolf or similar close range AD system. You
never know. Might be useful when time for break out to home is on
schedule.
- If allowed, Medium range SSM's equipped with Davy-Crockett sized
tactical nuclear warheads. Why nukes? Nice ESM effect, sinks ship
immediately with no fuzz, probably not possible to detect by nuclear
test monitor satellites if the charge is small enough.
- Long range helos, or maybe V-22 for crew extraction. After useful
time period is gone it's time to go home. Load up torpedo tubes,
send distress calls through automated means. Connect torpedo firing
to radar. When someone comes to help, fire the final torpedoes and
activate heavy self destruction charges.
