The key words are "it is hoped the project will provide long-term job
security for staff at Warton. " not as you seem to imagine
"the project will provide long-term job security for staff at Warton. "
As I said there is no production work on JSF at Warton.

I guess you figure that work is only "work" if it involves actual
large-scale physical creation--those danged engineers and whatnot, like the
folks BAE has "working" at Warton, are not "working" after all, huh?

If they develop
a facility for assembly outside the USA then Warton is probably the place
to put it, but at the moment there's nothing.

One has to wonder what that BAE engineer was doing working in conjunction
with LMCO at Warton--somebody has to inform the poor fellow that he was not
*really* working there at all, right?

As for the unfortunate groom I suggest that if you ask him what he was
doing - it might be planning or design at Warton


Which last I knew counted as "work". If you have ever tried to negotiate an
engineering services contract, you might realize that such work (that
apparently is not "work" by your definition) usually comes at a rather good
cost.

Nobody said it was; that would be your failure to comprehend what "work" can
define.
