No. I am saying that, according to the FAS web page (and other
sources, including my father, who did postdoctoral work on the
electromagnetic effects of nuclear weapons in 1961 and 1962
at Los Alamos, and who went to Hawaii to measure the EMP from
the Starfish Prime test in July 1962),

Did he know there was going to be EMP generated by Starfish Prime? If
so, he was the only person in the world who did. I know Fermi had
predicted it but all of the tests up to JTF 8/Dominic had not shown the
effect, or at least not at the strength of the Starfish Prime shot. I
was in Hawaii in July 1962 and the NavSecGru at Wahiawa was totally
taken by surprise by the event. I later visited Johnson and Kwajalein
and they were still babbling about the shock a couple of weeks later.

That's what I remember my father saying about Starfish Prime some
thirty years after the fact. I could be wrong, or he could have
misremembered exactly which effect of the test his team was sent
to Hawaii to observe.

My father spent a large part of his career studying the effects of
high energy particles on the earth's upper atmosphere, though after
he finished his postdoc at Los Alamos he was concerned more with
the aurora borealis and charged particles from the solar wind.
