I don't think that's a possibility. I don't believe an unmoderated newsgroup
can change to a moderated one. Who would make that decision?
You would have to start a new moderated newsgroup, if you or someone else is
interested in doing that.
I don't think it would make sense to create a moderated newsgroup, where the
sole purpose of the moderator is to block the posts of one particular
person. After all, that person could always write under other names.
Besides, other trolls could come along (as I believe some have). The purpose
of the moderator would be to block all off-topic posts, ads, insults, etc.,
etc. Of course, that is all in the eye of the beholder, there is no
definitive answer regarding what posts would be appropriate or not. Whether
or not people would read or write to such a newsgroup, would depend on
whether many people would agree with the decisions of the moderator, whether
they would like the newsgroup the way that he or she forms it.
Obviously there are advantages and disadvantages to moderated vs
unmoderated. Unmoderated means freedom of speech, and important aspect of
human interaction, a basic human right. Unfortunately, unmoderated
newsgroups seem like honey to swarms of troll-flys seeking attention. So
many newsgroups, once filled with serious posts on a topic, later became
dominated by trolls, flame wars, etc. A moderated newsgroup can avoid that,
but of course then one person makes the decisions about which posts are
appropriate or not, and others might not agree with his or her decisions.
In any case, I don't think there is a way for an unmoderated newsgroup to
become moderated. A new moderated vision newsgroup would have to be formed.
I'm not sure of the process for starting a newsgroup--but if someone reading
is interested in this, and willing to become the moderator, they could start
one, and see how many people begin to read and contribute to it.
