What safety levels?
For minerals like baddeleyite, you need to use a significant tonnage
before the NRC steps in (in the US).
I worked for a company that had to follow NRC regulations because of the
tonnage of baddeleyite used annually. They took swipes and monitored
very carefully. They had to monitor very carefully to get readings that
were distinguishable from the background radiation.
If one sat on a huge mound of the stuff you'd get about the same
radiation dose as flying in a high altitude commercial airliner.
I would suspect that the stress from worrying about the radiation would
be worse than the radiation itself.
The zircon sands and ores usually contain contaminants like thoria
etc...(depending on the source) that are far more radioactive than zircon.
If you remove the offending cations - your zircon will be less
radioactive and far more expensive.
