In your newsreader^W Outlook Express, you must choose
Tools > Options > Send
Mail Sending Format > Plain Text Settings > Message format MIME
News Sending Format > Plain Text Settings > Message format MIME
Encode text using: None
in order to transmit special, non-ASCII characters.
