If you want to improve the language skills of a nation, you need a
culture which is receptive to language learning.
Start by electing a president who can speak his mother tongue.
Don't make fun of Al Gore because he makes an effort to pronounce the
names of Serbian leaders correctly.
Learning Arabic and Chinese may be a little ambitious when most
Americans speak Spanish so badly (anglos and hispanics). You have to
walk before you can run.
Some teachers are trying to fight the linguistic deficit by teaching a
planned language in their English classes. A language without irregular
verbs and exceptions to rules which frustrate the pupils and turn them
off language forever. A number of studies on the propaedeutic value of
Esperanto have shown that students will go on to learn other languages
more effectively.
