This is a pretty insulting viewpoint that many English-speakers share. Many
English speakers *assume* that everyone should be able to speak English.
There's an old joke in England that when you go on holiday, if the
foreigners don't understand you when you speak to them in English, then
*shout* at them. Damn foreigners who have the nerve not to learn English so
they can communicate with the tourists -- it makes my blood boil!! :o)
