The penalty for professionally issued predictions in California as of
the time of GeoForecasters was $1,000.00 per prediction read per
person.   IE:  10 Predictions read equals a fine of $10,000 for that
one person.  As you can imagine the sum adds up rather rapidly if many
people receive them and read them.

And yet there is still no cite of a statute which imposes this fine...

Plain-English answer, Petra:  What law gives the Council (Not Counsel,
it's CouncIl) the legal authority to fine you for issuing a prediction?

It's definitely an encouragement to do as they say and just leave
California alone and try to help the rest of the world that doesn't
have such regulations..

You need to keep in mind the counsel is an autonomous unit.  They make
their own rules and there is no governing body which can overturn
their decisions.

And thus understanding what has happened historically with these
folks, I just asked what the rules were in regard to issuing our
Traveler's Forecasts if published in the California media and I was
told exactly what they won't allow and so I'm following the rules.
I'm not going to argue this one for sure.

Now of course the flip side of this is that if a person comes forward
and says they had a psychic revelation of a major earthquake in
California and the media published it, there's no fine at all.

Mr. Cornwall,

Why don't we let Thomas Russ answer the question, since he's the
"scientist in residence" and see what case law he wants to cite. I
only have dealings with the Council/Counsel directly.
