I don't know about the phases. this is too local for La Nina. After
a low pressure system goes through it seems to be frequently followed
by a high pressure system. the high pressure leads to off shore
winds, which are hot (usually) and dry (usually). The most recent was
a combination of low pressure and high pressure systems interacting.
Don't lows & highs always interact? Pressure flows from high to low.

everything would equal out. Coriolis gets in the way. In this case
we had a low pressure area to the east, circling anti-clockwise, and a
high pressure to the west circling clockwise. Between them the wind
blew south with added velocity.
