My ideas are based on the older definition of air pressure at low
level. But most contemporary meteorology seems to credit positive and
negative episodes with sea surface temperatures.
Perhaps this thread has run its course though and the discussion aught
to go in the more appropriate one? Or one of its own.
I don't know about the phases. this is too local for La Nina. After
a low pressure system goes through it seems to be frequently followed
by a high pressure system. the high pressure leads to off shore
winds, which are hot (usually) and dry (usually). The most recent was
a combination of low pressure and high pressure systems interacting.
