Well, the true answer would be the distribution of fault slip in space
and time, and to fully understand the resulting shaking, one needs the
Earth structure as well. Any one measurement only captures a
projections of this action by some simplification.
The map of slip and indeed often just the geometry of broken faults is
difficult to determine, so we are far from the knowldege necessary to
make a comprehensive catalog of earthquakes yet.
