SEED is a complicated format - "they" distribute code to decode it.
The problem is that there are dozens to hundreds of parameters which
can be useful to accompany seismograms for research (such as instrument
response, station co-ordinates, picks for timing of various phases) and
SEED tries to cover a lot of ground.
Consider the IRIS DMC in Seattle the culprits, most seismologists are
relieved that they have taken charge of archiving and distributing a
huge amount of data in very sophisticated ways, you might check their
web site to see if they've created an easy way to attack the data.
They are also responsive to questions.
