Aiming large TV antenna at NYC from 45miles away

Through the use of online maps, a protractor, and simple astronomy, I
have determined that the VHF TV antenna at my place of work - a
conference center in Norwalk, CT, is aimed, for lack of better
definition, somewhere between Brooklyn and Queens instead of at
Manhattan.
The antenna is at least 40 feet above ground level and is in good
shape(no rust, missing elements - all connections replaced a week
ago.)
It looks basically like this:

but without the two 45 degree angled thingies on the top and bottom.
Basically a large V-shaped affair a good 12 - 16 feet long.
It has a rotor but no one in the place knows where the rotor control
knob is - if it exists any longer. One of the engineering guys and I
could easily loosen the antenna from the upper pole, rotate it, and
lock it back down - inconvenient - but will do if nec.
I have determined that if the antenna were aimed directly at midtown
Manhattan - roughly at the ESB, it would be aiming through some thick
elm or maple trees at least 70 feet high. Could that be the reason it
was aimed south of Manhattan?
TV reception on ch 2 through 9 is a combination of speckles on Fox 5,
horizontal lines on ch 2 and 7, and increasing and decreasing
brightness of NBC 4 - along with vertical bars cycling across the
screen every 7 or so sec.
Any aiming tips would be suggested.
