You must first determine the basis of North associated with your survey
plat. Some surveys permit an entirely random basis with no reference
to the controlling points. Many times such a survey will state
somewhere on the map that the directions are "Plat North" which means
they are only referenced to themselves. If this is true there is no
way to associate them to any real basis of north without calling a
surveyor.
The survey references "Mag North 2/1976", does that mean that the basis
used was Magnetic North as of Feb 1976? I see no other mention of a
definition of north.
FWIW, another line which is indicated as being S O deg 04' 04" E is as
near as I can tell parallel to the Mag Morth indicator.
