I agree with the previous answer.
The part is the getter and as long as it does not touch
either the arc tube or the leads while the leads while the
lamp is operating you should be OK.
Add my agreement as well to Vic and furles.
If memory serves right, there are two types of getters: Vacuum getters and trace
element getters. Vacuum getters usually are attached towards the base and their
effect (vaporized barium) is seen as a reflective coating on the inside of the
glass.
The second type of getter is a trace element getter for various specific element
vapors which may escape from the quartz tube seals, and which is I believe
temperature sensitive, and is the one shown in the lamp picture. These getters
are usually made of hygroscopic compressed wire sponge ("hygroscopic" refers to
the action for the element in question) and get activated when the temperature
becomes relatively high. As such, being broken and away from its correct
position, it won't offer optimal getting performance, but otherwise it shouldn't
interfere with the lamp operation, unless it shortcircuits the lamp wires.
James may know more about it.

Hi.
I bought another 1000 watt that look very much like the arc tube part,
it was used in an Episkop and I build it into another big Episkop, --
sure it can be a compleatly different lamp, still reson I reply, is
that it surely "look" simular and my work without this gadged, without
a vaccum tube ;
Here the starter and the bulb , beside I bougth the original ballast ;

I don't know if this answer anything, but the bulb look simular, guess
some are made with and some without the vaccum tube.
