I wasn't going to do it, it was a question in a test I wrote,
and it seems I responded incorrectly because I assumed that a
bigger ballast will have higher inductance, which means higher
impedance and smaller current.

Well, "bigger" ballast means lower inductance and thus impedance.

A 250W mercury ballast has roughly half the impedance of a 125W mercury ballast.

Thank's for this reply -- warning -- it is a question that naturaly
occour and I wonder why I havn't seen the question answered so
directly before. Guess it shuld be the first warning realy, as it is
an obvious thing to ask.

Most HID lamps include a warning that they should be
operated ONLY on ballasts designed for that lamp.

But not all, not in the shop where I asked if this old 80 W Sylvania
was working , the guy placed it in a normal E27 holder swiched on the
light and ziiiiiiip .
Now everything went that fast that I couldn't stop the guy doing it
even then I knew there was something about a ballast or something like
that, and I repeted "No please don't I think you will destroy the
lamp" , then -- well it did not say anything about that, no warning
on the packing, and this lamp just went dead , with no harm on the
outside flurecent bulb.
