I know it's not hard, just a wire along the length of the tubes, but I

simple designs for the sake of fewer parts to fail, and more

I'm lazy. Seemed like the tubes being within 1/2" of the ballasts

doing the trick.
Grounding the fixture insures that lamps will start under
worst case conditions: low temperature and low line voltage.
It may not be needed under normal conditions. Also, at high
frequency the coupling between the lamp and ballast may be
enough under many conditions, as you have found out.
Grounding should also not be necessary with instant start or
even many programmed rapid start ballasts.
