The 2005 Title 24 was written during 2003, when California was
experiencing rolling blackouts. I think lawmakers had good intentions,
but the effects were perhaps not what they intended. You folks have
had discussions about banning incandescent light bulbs on this
newsgroup -- California's legislature came very close to doing exactly
that, but then left an escape clause (which nearly everyone will use).
Here's California's summary, look at the bottom of page 12 for the bit
that applies to residential lighting.

- section 6.1.2 says most of the fixtures in the house have to be
high efficacy or be on a dimmer. My guess is that nearly all
new residential construction in california is now using dimmer
switches to avoid changing to fluorescent.
- section 6.2 says a medium screw base is not considered a high
efficacy fixture.

Okay. I'm not sure what you mean by this.
- Do you mean that I can install 13w, 18w, or 26w CFL bulbs into
the same recessed fluorescent can? Can you give me an URL
to a description of such a can? Do these different bulbs have the
same socket?
- Do you mean that one ballast can drive five to ten CFL bulbs
spread across the ceiling of the kitchen? This would be extremely
useful, since it would make a $150 dimming electronic ballast
cost-effective, and we would then use dimming fluorescent across
the house.
