Does anybody knows where to find information on the improvements of the
Cost ($ per Lumin) and Quality (Lumin per Watt) of LED technology?

You can find somewhat dated information regarding those two figures if you
watch the narrated slide show found here:

In particular data relevant to the question you asked can be found on slides
27 (progress in luminous efficacy in LEDs) and 29 (comparison: light bulb
versus LED). The rest of the information in the other slides is quite
interesting as well.

I guess you'll have to search around to find more recent info, but you might
start by adding the performance figures for the Luxeon K2 LED onto the
graphs.

The K2 is an interesting product, mainly due to its rather impressive
lumens/dollar (or dollars per lumen) figure of merit. The basic
LXK2-PW14-U00 white K2 LED claims a typical output of 100 lumens at a cost
of $3.45 per emitter for a lumens per dollar figure of 29. The green
LXK2-PM14-U00 LED boast an even higher figure. The figures might be a bit
optimistic, but give something to compare against.
