Not properly! A 250 watt lamp ("bulb") will be significantly
underpowered if used with a 175 watt ballast. Expect at best slightly
less light than with the 175 watt lamp ("bulb") that the ballast was
intended for. Somewhat likely also reduced life of the lamp ("bulb")
and also overheating of the ballast - unknown whether to a tolerable or
intolerable extent.
The "least offensive option" that I can figure for now is to get most of
the light from a 175-watt concentrated to an area under half a square
meter.
Make sure the fixture can safely contain fragments of a bursting
bulb if the bulb is above or close to you. Every few blue moons a mercury
vapor lamp somewhere explodes, and metal halide is worse in that area.
Halogen lamps also require containment if they are to be operated close to
your face or your bed!
You may be better off with a fluorescent fixture designed for SAD
treatment...
Should you need gradual brightening, you are probably best to use an HID
fixture *as directed* (including adequate containment of the bulb as well
as matching lamp/"bulb" to what the ballast was designed for) in addition
to a fluorescent fixture designed to treat SAD and started after the HID
warms up.
