Well, y'all have pretty much echoed my thoughts.
I'll feel a lot better about spending money on it once I see it's
capable of striking an arc.

If it was me, I'd get the engine manual, and the Lincoln manual that covers
the governor and carb. Then do a compression check and fire it up and use it
a bit first. Then rebuild it if you want.
