I think, but am not positive, that for a structure that is partially
supported by soil and partially by piles, you would want a pile that has
the same strain characteristics as the soil so that they deflect downward
together.

AFAIK, combined systems (piles and soil) are not used. Bob is right when he
states it is about axial shortening. Normal notation would be EA and not EJ.
Is it a recent document you are translating, as in teh old times, different
notations may have been used. I also foudn a reference to Dehnsteifigkeit on
