OK...the 24 hour waiting is new to me. I do let the batteries set over
night before after a recharge. But that puts it well under the 24
hours of rest you mention.

Measuring battery voltage to determine state of charge only works if
you let the batteries rest for 24 hours after charging or discharging
them, and even then it's not terribly accurate (maybe 10%?).

The wire size is between 6-8 ga in the circuit from the battery to the
inverter. [...] The distance is about 5 feet.

That should be OK , but:

For the connection of the wire to the battery, I wrapped the wire
around the battery terminal to ensure a snug fit, I then soldered the
wire keeping the fit to ensure all the strands were together. When I
attached the soldered end to the battery that end was flatten to get
the most connection I could. Not very quantitative, I realize.

That sounds awful, you really need to get a properly bolted
connection. How about getting a proper clamp-type fitting for the
wire and using that? Look in the electrical department of your large
hardware store for terminals that bolt into electrical panels.

I assume your inter-battery connection is the same, you'll want to fix
that too...

The present recondition cycle will end around 9:00 this evening. After
that I will let the batteries rest for 24 hours as you suggest before I
attempt further testing.

OK, make sure you measure the open circuit voltage, then discharge it
for a fixed time at a known current, then letting it sit for another
24 hours before measuring it again.
