How can I find out whether or not pure ethanol (or a solution of pure
ethanol and water) kills germs as effectively as isopropyl alcohol?

Pure ethanol does not kill many bacteria, you need to use a solution with
water to made it effective.

The reason I need to know is because I've developed an allergy to even the
mildest commercial antiperspirants and deodorants and have to use a spray
of
50% isopropyl alcohol and baking soda solution under my arms to stop odor;
however, it seems to give me a headache within seconds after I apply it
and I think it's because the methanol or other chemicals are soaking in
through my skin like the medicine in a drug patch. I want to switch to
ethanol because it's so much less toxic than isopropyl...

obviously, 'Eccrine or apocrine sweat has little odour when it is secreted.
It is the degradation of this sweat by bacteria via enzymatic reactions that
produces malodorous compounds'

So, it seems to me that a better way is not to kill bacteria, but to
colonize your skin with different, good smelling bacteria
