Insect rescue

A general question from the UK:
At a train-station I know there's an enclosed bridge where large
numbers of insects (various kind of wasp, hoverflies, moths, etc) get
fatally trapped, particularly in hot weather. I'd like to try and get
something done to stop this happening, e.g. by asking if the station
could drill holes where the insects congregate.
I was wondering if anyone could offer advice on how best to approach
them, because it doesn't seem the sort of thing that would be taken
seriously. Maybe by pointing out that trapped wasps might sting one day
someone with an allergy? I'm also thinking of the law of unintended
consequences: what would be the best way to give the insects a way out
that wouldn't simultaneously give them another way in?
