So would everyone else. Sky noise is relatively low from about
1GHz to 20GHz. 1.42Ghz is favoured because:
- it is a key radio astronomy frequency of universal significance;
- it is radio quiet (for the above reason);
- equipment is available for it (for the first reason);
- it is in the frequency coverage of ex-C band TVRO dishes.
However, it is really anybodies guess as to what frequency would be
used for transmitting to us. Other civilisations might also make 1.42GHz
radio quiet!
