I have PAL DVDs that won't play on my Panasonic DVD player (because
they're PAL, not NTSC), but will play on a $25 Harmon/Kardon that I
have in another room. It most certainly does take the PAL video and
convert it to NTSC.

I can also do the same thing using the WinDVD player and DVD drive on
my computer.
