If you want small files with good quality, i´d recommend to simply convert to MPEG4 AVI compressed with the divx or xvid codec. You can donwload both for free if you don´t have them installed. WMV is "windows only" AFAIK. I´ve never used Premiere Elements, but i´m sure you can create new profiles on the basis of installed codecs, so install dixv first, then create a new profile with the appropriate dimensions and the divx codec.
Eventually I did it by loading the mpeg (200MB) intoConverting your source video twice is never a good idea, you loove quality on every conversion step.
Pinnacle and outputting the video from that.
I don't mind whether it is WMV or mpeg (2) so long asIf you want streaming i would definitely take a deeper look into the newest FLV (flash video) version, it seems to be quite good.
normal people can play it (it goes onto a website).
