I have read the help file many times and still can not set a fade in and out transition between frames on my timeline .

"Fade out" actually means "cross-dissolve to black".
and "fade in" means "cross-dissolve from black".

You need to have black video in the other "track"
and use the "cross-dissolve" to go from your picture
to black and vice-versa.
