Most likely it's bogus. I've been in the biz 20+ years, and I've never
heard of it.
There is a certification (actually a number of different ratings) for legal
videographers. Mostly, that has to do with meeting the evidence criteria
for different courts, and the attendant procedures.

P. S. But for $50 I'll print you a license to shoot video. That will make
you as qualified as most entry-level wedding guys . . .
