What other video editor do you have installed?
In what order did you install them?
Have you tried re-installing PE?

I was trying different video editors.
I had Power Director installed which I have uninstalled.
I had Ulead Video Studio (came with hardware) installed before I
installed Premiere Elements.
The last install was Corel Video Studio just to find out what's new
with this editor.

The the order of install would be:
Ulead Video editor
Premiere Elements
Corel Video Studio
Piwer Director

No I have not tried to reinstall Premiere Elements yet.
I have e-mail Adobe about the problem in hope of a reply.
