Most DVD Players are looking for a VIDEO_TS and
AUDIO_TS folder in the root of the DVD. It is from
the VIDEO_TS folder that authored DVDs are played.
For "DVD" players setup to play "raw" MPEG files, and
/or "VCD" or "SVCD" files, there is usually a menu
generated based on the file structure on the DVD. The
autorun.inf and any .exe files would mean nothing to
a "standalone DVD player". (They don't run programs
they just play video and audio streams. Some of them
can recognize the streams in certain file types, in addition
to those in authored DVDs.)

The disk plays fine as a VCD with no VIDEO_TS folder in both of my DVD
players. When I reburn, adding the other files, the disk doesn't
play.
Since posting, I've realized giving people disks is so 20th century.
I'm going to put everything on YouTube, but thanks anyway. If someone
has a solution, I'd be curious to see it.
It's a long time since I had to create VCDs but if I remember correctly the reason it won't play is the fact the disc format is wrong. VCD needs to be written to CD under the White Book format. If you're creating a CD-ROM then this is written as Yellow Book and won't be recognised as a VCD. In other words the software writing the CD must specifically support VCD it's no good just copying the correct files to disc.
A search on Philips CD Yellow and White Book formats will tell you more.
