with my webcam. I made one today, but it went TOO fast!

We can't tell from your question whether you ran out of
frames before the end of the action you were trying to
capture? Or whether you got everything, but it just
plays too quickly?

Since you didn't identify the software (or anything else,
for that matter) there's not much we can offer.

i have it set at 30 frames per second.

What does that mean? 30FPS is "normal" video speed
(at least here in NTSC-land). Dunno why "time-lapse"
would have anything to do with 30 FPS?

it says take 1 frame every (blank) seconds.

So what rate did you set? Or is it a secret?

then it says playback
rate (images per second) is 10. How do i slow things down a bit, but
still have a time-lapse video? what numbers do i need to change?
How did you arrive at 10?

Can you change both the record and playback rates?

You change either the record speed and/or the playback
rate. But without any details, hard to say which (or both).
