It would be nice to know whether the problem is in the video stream or the
audio stream, and whether it's because some frames/samples are missing, or
the frame/sampling rate is wrong.
Assuming you just dropped the MPEG2 file into Premiere
and let IT figure out how to deal with it? You didn't try to
convert the file BEFORE dropping it into Premiere?
Are the sound and picture offset by the same amount at the
beginning as at the end? If so, then there is unlikely to be a
sample rate or missing sample problem. Simply slide the
audio track to match the video and get on with your life.
It probably isn't worth a lot of analysis for a one-off problem.
OTOH, if this is something you do a lot, you might want to
find some alternate way of converting your MPEG2 file into
AVI or whatever format you are editing in BEFORE dropping
it into your NLE.
Alternatively, if you are only editing MPEG, you could try
using one of the editing applications made for MPEG editing.
There are several people here that specialize in MPEG
editing and hopefully some of them will be along shortly to
offer some recommendations.
