Lacking experience with a viscous-damped pan head, I can't say whether
this is unusual: When the handle is released after panning, the the head
moves very slightly in the opposite direction before settling. The
movement at long focal lengths is obvious to the movie viewer. At short
focal lengths the movement is probably not notable.
Does anyone know if this reverse movement is normal for viscous-damped pan
heads?
At about $50 from B&H, the unit seems under-priced.

This can fight against you when on a tripod.
When the camera is in motion, the image gets displaced
in an attempt to correct for the motion. When the camera
stops moving, the lens will re-center itself.
Cheap tripods will often have just enough flex in the legs
that they will twist slightly if you pan with any drag on. When
you come to a stop, the legs will straighten out causing
a similar effect. But, it sounds like your rig should be fairly stable.
