First of all, Vegas 5 was up to version 5.0d so I'd install the latest version, for all the bug fixes if nothing else.
When you start Vegas up again, before doing anything, open the Properties window (File - Properties), change all the values (video and audio tab settings) as desired and then click the "Start all new projects with these settings" option.
If that still doesn't do it, then my suspicion is that you have other issues with your computer.
