Event Pan/Crop is the tool you want to use for this.
Place your cursor at any of the 4 corners and drag the image outwards
to the desired size.
If you have a wheel mouse, it's helpful to zoom the workspace out to
give you more room for this.
Then place the cursor in the centre of the image and move it around to
the desired location.
Remember that the image priority starts with track 1 and goes down
from there.
That is, an image on track 1 will cover anything under it.
