I have some DV video footage of a transferred Super 8 movie film. It has
the
classic central hotspot area from the projection lamp and increased
contrast
towards the edges of the frames. The effect is constant throughout the
footage, so is there a way I can apply suitable filters radially - say
reducing contrast and lightening progressively from the centre out? Do
any
video editing packages let you draw up a selective profile like this and
then apply it to a combination of filters?
I don't want to buy the wrong package if this can only be performed by
certain ones.

Google "virtualdub" (or go to virtualdub.org) and learn about the
filters for hotspot, flicker, etc. It is all "free", but seriously
consider paypaling some currency to the author.
just what I'm looking for.
