problem capturing PAL video from NTSC camcorder?

I was given a miniDV tape that plays on my ntsc sony trv900.
However, I believe it is in PAL format because the tape counter characters
becomes shorter when I press play, implying more lines are being displayed.
The analog video output causes "rolling" when plugged into an NTSC TV.
I tried to capture via firewire with premiere pro. It captures zero frame,
although the tape counter in the capture dialog runs, the capture frame
counter does not. I tried using a PAL project as well as an NTSC project.
Neither works.
I have minor success using virtualdub, DVIO, and scenalyzer. They all
managed to capture some video. However, the video is broken into little
rectangles. Each little rectangle shows a small piece of video, but content
of adjacent rectangles do not match, like a jig saw puzzle. Scenalyzer also
captured a higher pitch audio than normal. All the captured files are 720 x
480 which is wrong; I expect 720 x 576.
If I pop in a known NTSC miniDV tape, then the captures works fine using
NTSC project.
I don't know where the problem is - camcorder not outputting correct data on
firewire? capture software not capturing PAL correctly? windowsXP driver or
the pci firewire card somehow not compatible with PAL? Or the tape is
neither PAL nor NTSC?
One web site I found says the trv900 outputs correct PAL data on firewire if
the tape is PAL.
Any idea what to try to isolate or solve the problem?
