Is it possible to do this in Nero Vision 4?
Thank you for your time and knowledge.
I have NeroVision Express 3.0, which I've still so far used very
little, so I'm no expert. But I just took a look and I'm sure that
cannot do it.

Whether it's possible (with other software maybe) would IMO seem to
depend significantly on the details. For example:

1. How long is the highlighting to last? If it was very brief, it
might be possible to capture every frame and then edit them
individually.

2. Is the highlighted face in a fixed position throughout? That might
make some sort of 'masking' approach feasible. For example, here's a
simple illustration I just made in VirtualDub using Donald Graft's
Logo filter.

Playable as an FLV filehttp://s154.photobucket.com/albums/s247/terrypin999/Discussion/?actio...
Or alternatively download as 5 MB AVIhttp://download.yousendit.com/D63FBD5B53F54176

(First time I've tried that filter, so no claims to sophistication!)

3. As an extreme case, does it come from a still image, which has then
been processed - pan/zoom/effect/transition/text/etc? (That's the
major source type for most of my own DVD making.) If so, then merely
highlighting the image file itself at the outset would do the job, and
that's relatively easy.

Since yesterday, I now want to highlight two faces in the crowd. Both
faces are, in fact, as stationary as a living human being can be and
the clip is only about nine seconds long.

Inserting a circle around the faces is certainly worthy of
consideration as was done in the file you presented; however, I was
looking more for a 'spotlight' effect such as the one Ray S described.

At any rate, I thank you for your kind input and welcome anything
additional you may have to add.

You may consider getting ahold of one of the entry level products from Adobe or Sony Vegas or Ulead. All are competent products for editing, and will likely have the effect your looking for. I know for sure that the full version of Sony Vegas does. You set the spotlight to track though the footage to follow a moving subject using what they call 'keyframes'. In a very simple explanation. Keyframe one - Spotlight starts at point A. Move further down the footage, move your spotlight to where your subject is, set another keyframe and the spotlight will move in a liner fashion from point point A to point B. You can likely see where your subjects usually don't cooperate in such a liner fashion. Often many keyframes are needed. Its not complicated, just time and detail intensive. However, a well executed effect typically needs the personal touch. Thats what keeps it from looking like every other template.
