Improve Video Quality

hello,

i have a camera phone that is 1.3 megapixels - and for video it is
quite bad.

is there any software to tool out there that can improve the quality -
you know like the amazing software they have on shows like csi?

yes, i have a better camera, but the cell phone is just handy for
taking the odd interesting event on the street.

suggestions? comments?
