Thanks for the suggestions, I will probably add an info bar to the side,
Its tight enough composing into the safe area let alone cropping more detail
off the edges to fit a non native aspect ratio. I'd hate to see great
footage of breaching whales devalued by pixelated upscaling.

I dont want to distort it by changing aspect ratio. Supplied DV footage
is all shot in 4:3 but will mainly be played back on 42" SD 16:9 plasma
TVs by end users so we need a process that hope-
fully wont require the end user (primarily tour booking agents) to need
to adjust their display too much.

That is more an artistic question than a technical one
as I see it.

Never heard of "end user pan and scan" The only pan and
scan I've seen is that prepared by the studios for TV or SD
VHS/DVD release. Of course, remember that they have
much higher quality source material so they can afford to
pan and scan (and even zoom) without loss of resolution.
It would seem a shame not to make use of the full screen if at all
possible.
Perhaps. But it would also seem a shame to zoom the
SD video up to the point where it looks grainy on the
nice big display. That would certainly not be MY
preference, but YMMV.
I've got the latest adobe production suite encore 2, premiere 2 etc.
I use the 1.x versions of those and they are nice tools.
They will help you implement whatever you decide.
But they can't take SD video and make WS out of it.

Put the 4:3 SD frame in the middle (or over to one
side) and use the remainder for something relevant.
If these are travel promos, move the SD frame to the
right and use the left space to highlight the features
of the destination/property/trip, etc.
